The purpose of the present Law is: 1) to keep as low as possible the amount of waste and in particular that part of it containing harmful substances with a view to protect the environment, natural resources and energy reserves (waste prevention); 2) to recycle non avoidable waste as far as this is environmentally sustainable and technically possible provided that costs are not excessive and a market for the newly resulting substances already exists or else can be created (recycling of waste); 3) to treat non recyclable waste, as far as this is necessary, through biological, physical, chemical and thermical processes in order to store solid residues in such a way as to prevent chemical reactions; depending on the nature of waste, the most suitable treatment shall be applied with a view to implement a long-term waste treatment.
