In particular, it replaces the table of contents; it adds article 1a on definitions; article 25 on application for authorization; article 26 on details of applications; article 27 on permits in general; article 28 on proceedings; article 29 on effects on the environment of another State; article 30 on inquiry involving third parties; article 31 on completion of the plant, article 32 on duties of the plant owner; article 33 on modification of plants; article 34 on adjusting measures; article 35 on official control of plants; article 36 relating to cases in which the reinstatement of the previous legal situation must take place; article 37 on expiring of authorization; article 38 on disactivation of installations; it adds also part IV concerning prevention of major accidents involving hazardous substances.
