Abstract These Regulations abolish the United Kingdom Ecolabelling Board, which was the competent body in relation to the operation of a Community eco-label award scheme as introduced by Regulation (EC) No. 880/92 of 23rd March 1992 on a Community eco-label award scheme, and therefore responsible in the United Kingdom for the award of labels to products which have a reduced environmental impact during their entire life cycle. Under these Regulations, the Secretary of State replaces the Board as the competent body: All the property, rights and liabilities to which the Board is entitled or subject immediately before the date on which these Regulations come into force are transferred on that date to the Secretary of State for the Environment, Transport and the Regions.
