Paragraph 1.3. lists definitions. The Chairman of the Trust Territory Environmental Protection Board acting as Administrator, is empowered, to take such action as may be necessary for the administration or enforcement of these Regulations (par. 2). Paragraph 3 prescribes unlawful acts such as importation, distribution, etc. of adultured, misbranded or banned pesticides, use of pesticides inconsistent wit its labeling, use of pesticide other an authorized by a permit, etc. Paragraph 4 provides for certification of “applicators” (authorized users of pesticides). There shall be various classes of applicators according to the use of pesticides. Criteria for certification of private and commercial applicators are provided. Part 5 concerns the licensing of restricted use pesticide dealers, i.e. a pesticide restricted by Regulation as defined in paragraph 2. Records shall be kept by commercial applicators and licensed dealers. Other provisions concern importation of pesticides, banning or restriction of use of pesticides by the Environmental Protection Board or the application for experimental permits.
