Removal of minerals shall require a valid licence to be issued under these Rules by the licensing officer in the form as set out in Schedule 1 to these Rules. The licensing officer may distribute royalties or other benefits deriving from removal of minerals to any African or group of Africans that are entitled, by native law or custom, to receive such royalty or benefit.
