Article 1 establishes that hazardous waste shall be collected or transported only with an authorization by the competent authority. The Ordinance – consisting of 13 articles – deals with the following matters: sphere of application, definition of terms, requirements concerning the expertise of the collector and carrier , requirements concerning the personnel, requirements concerning third parties, requirements concerning vocational training, application and documents, authorization of transport, transitional provisions and penalties.
