Abstract

This Act makes provision with respect to measures to combat haze pollution wholly or partly caused by smoke originating from any land or forest fire outside Singapore and to protect the environment from such pollution. The Act shall extend to any conduct or thing outside Singapore which causes or contributes to any haze pollution in Singapore. The Act imposes criminal and civil liability on entities directly and/or indirectly contributing to haze pollution in Singapore. For this purpose it defines participation of an entity in the management of another entity. It also defines offences and creates new statutory duties, the breach of which gives rise to a civil claim.
