Brewing of this kind of beer requires a permit to be issued by the Minister. A commercial brewers permit shall be subject to: (a) such conditions as may be prescribed; and (b) such conditions, not being inconsistent with any conditions referred to in paragraph (a), as may be imposed thereon by the Minister at the time of the issue thereof or at any other time.
