Part II concerns administration of the Act; it designates the Management Authority and Scientific Authority and clarifies their functions. Under Section 13: (1) No person shall (a) import into, or export or re-export from, Anguilla any specimen of a species listed in Appendix I, II or III of the Convention; or (b) introduce from the sea into Anguilla any specimen of a species listed in Appendix I or II of the Convention; unless he or she holds the appropriate permit or certificate as required under Part 4 Division 1 or satisfies the requirements for an exemption from those requirements under the regulations. (2) No person shall possess in Anguilla any specimen of a species listed in Appendix I, II or III of the Convention imported, exported, re-exported or introduced from the sea into Anguilla contrary to this Act.
