The Commissioner of U.S. Customs and Border Protections hall establish the following as priority trade issues: (1) Agriculture programs. The Act establishes the Interagency Center on Trade Implementation, Monitoring, and Enforcement and the Chief Innovation and Intellectual Property Negotiator and provides with respect to developing and operating trade partnership programs.
