Part 1 concerns international trade agreements and their implementation. It regulates implementation of the Agreement on Government Procurement, it lays down general rules on the implementation of international trade agreements, such establishing that the implementation provisions on certain areas (e.i. protection of human, animal or plant life or health; animal welfare; environmental protection, employmnet etc.) must be consistent with maintaining UK levels of statutory protection in that area. The Part also consider the situation and provides for procedures to be followed when there is a Free Trade agreement and exist credible reports of genocide in the territory of a prospective FTA counter-party.
