The new provisions set out the procedures of authorization, grants regulation-making powers to the Minister in respect of development, defines a material change in in purposes for which a building is used, require the Public Service Commission to appoint building inspectors to assist the Physical Planner to enforce the building regulations, and provide for the approval of development plans.
