No person shall prepare, cook, or offer for sale or public use any food unless: (i) that person is in good health and not suffering from an infectious or communicable disease; and (ii) the food is prepared in hygienic conditions; and (iii) the food is displayed or offered for sale in hygienic conditions appropriately protected from vermin and insects.
