Abstract

This Act lays down rules for the establishment of a multi-sectoral body in the Ministry; designation, functions and authorities of authorized officers; licensing obligation for manufacturing, import, distribute at wholesale, sell at retail, or transport bulk quantities of tobacco or tobacco products; prohibitions regarding smoking and tobacco products; conformity with packaging and labelling requirements; protection of tobacco control policy development and implementation; prevention and control of illicit trade of tobacco products; penalties and liabilities; and the establishment of a fund for tobacco control and for the prevention and control of non-communicable diseases. Public awareness will be raised by the Antigua and Barbuda Tobacco Free Initiative on the dangers and addictiveness of tobacco use and exposure to tobacco smoke; the health, economic, environmental, and other effects of tobacco production and use; and the tobacco-related health, social, environmental, and other harms and costs. In addition to the authority granted to the Minister under specific sections of this Act, the Minister may make regulations generally for effectively carrying out this Act or for otherwise fulfilling the objectives of the Act and the World Health Organization Framework Convention on Tobacco Control and its Protocols.
