Article 2 establishes that anyone running a waste water discharge facility shall, at his own expenses, carry out all necessary measures as well as analysis according to the general recognized rules of the latest technique to ensure the orderly functioning of his plant. Moreover, he shall employ qualified personnel to carry out the self-monitory system if he has not transferred it to a third party.
