The procedures on safety and inspection of ships, manning requirements shall apply to foreign ships engaged in local trade. The Director may exempt a foreign ship engaged in local trade from any specific requirements of these Regulations, in case all requirements relating to safety, marine pollution and prevention and manning have been substantially complied with.
