Under section 3 the Act establishes the National Plant Health Inspectorate Service (NPHIS) and provides for its functions, appointment of inspectors and functions, and powers. The Act also establishes that the unit may declare a pest to be a quarantine pest o a regulated non-quarantine pest based on pest risk analysis. Full text English
