Abstract

These Regulations, made under section 28 of the National Fertiliser Regulatory Agency Act, no. 4 of 2018, provide for defining a fertiliser regulatory system and related matters, and apply to: registration and licensing of dealers in fertilisers, and to storage and sale of fertilisers. The Regulations define: complex fertiliser; fertiliser inspector; importer of fertiliser; label; micronutrient, essential for the normal growth of plants; liquid fertiliser; natural organic fertiliser; nutrient content; trade of fertiliser. These Regulations aim at: safeguarding the interests of the farmers against nutrient deficiencies and adulteration; protecting the interests of fertiliser enterprises and contributing to the creation of an enabling environment for private sector investment in the fertiliser industry; protecting people, animals, plants and the environment against the potential danger associated with inappropriate fertilisers use; enhancing national and regional trade in fertilisers.
