Abstract These Regulations, made by the Minister under section 228 of the Merchant Shipping Act, apply to new and existing containers used in international transport, and to cargo carried in a container, except for containers carried on chassis or a trailer engaged in short international voyages. The Regulations concern: testing, inspection and approval of containers, in compliance with the provisions of the International Convention for Safe Containers (CSC); duties of shipper concerning packaging; packing by third parts; shipping documents; registration of service providers; registration of shippers; communication and information in compliance with Chapter VI/2 of International Convention for the Safety of Life at Sea (SOLAS); offences.
