The Regulation define: discharge of harmful substance and effluents; marine pollutants. The Regulations provide for: compliance with the provisions of the International Conventions; prohibition on carriage, shipment and dumping of harmful substances; marking and labelling of every packaging containing harmful substances; stowage and quantity limitation of hazardous substances; inspection of ships; violations within and outside the maritime zones; offences.
