Abstract

This Act, consisting of 68 articles, divided into eight parts, provides for controlling the production, sale, distribution, promotion and use of alcoholic drinks and the promotion of research, treatment and rehabilitation for persons dependent on alcoholic drinks, in order to: protect the public health, protect the persons under the age of eighteen years from negative impact on health and social development; protect consumers of alcoholic drinks from misleading or deceptive inducements, and inform them of the risks of excessive consumption of alcoholic drinks; implement effective measures to eliminate illicit trade in alcohol; ensure fair and ethical business practices related to production, distribution, promotion and sale of alcoholic drinks. The Act concerns: establishment of the Makueni County Alcoholic Drinks Control Board, and specification of its functions; licensing and control of alcoholic drinks; licence for premises and respect of hygiene and sanitary requirements; establishment of the Alcoholic Drinks Control Fund, and administration of the fund; prohibition to sell alcoholic drinks in automatic vending machines; sale and consumption of alcoholic drinks; restriction on advertisement and promotion; penalties and offences.
