Abstract This Act, consisting of 14 Sections, provides for amending the Consumer Protection Act, Cap. 13. 24, intended as the principal Act. Section 2 of the principal Act is amended by replacing definitions of authorised officer; consumer; commercial purpose; negligence; alternative dispute resolution; investigation report; tribunal. Section 4 is amended by substituting the area of application of the Act and the power of tribunal. The amendment of Part I of the principal Act concerns the introduction of the Consumer Affairs Department; the definition of its powers and functions including: preparing investigation and report, receiving and investigating complaints, disseminating information in order to educate the public, protecting welfare and consumers’ interests, conducting research on consumer protection matters; procedure for making a complaint; protection of persons allowed to make a complaint; investigations and inspection of goods in case of reasonable grounds to believe that a supplier is in breach of the provisions of the Act. The amendment of Part II of the principal Act provides for the establishment and definitions of powers of the Consumer Protection Council, including facilitating the resolution of disputes between consumers and suppliers. The amendment of Part III of the principal Act concerns the replacement of provisions on consumer protection tribunal, the constitution and functions of the tribunal, the appointment of temporary members, the definition of administrative matters.
