Section 2 defines the jurisdiction in respect of offences committed in territorial waters. Section 3 prescribes that no person who is not a citizen of Nigeria shall be tried by a court of Nigeria for any offence committed on the open sea within the territorial waters unless before trail the Attorney-General of the Federation has issued a certificate signifying his consent to the trail of that person.
