Keyword Hazards Institution Basic legislation Geographical area Asia and the Pacific, Oceania, Polynesia, Small Island Developing States, South Pacific Abstract The purposes of this Chapter are to: (1) reduce vulnerability of people and communities of this territory to damage, injury, and loss of life and property resulting from natural or manmade catastrophes; (2) provide for a rapid and efficient response including restoration and rehabilitation of persons and property affected by disasters; (3) clarify and strengthen the roles of the Governor, territorial agencies and local governments in prevention of, preparation for, response to, and recovery from disasters; (4) authorize and provide for cooperation in disaster prevention, preparedness, response, and recovery and for coordination of activities relating to disaster prevention, preparedness, response and recovery various entities involved; (5) provide a disaster management system, etc. There shall be a Disaster Emergency Council which shall advise the Governor on matters relating to disasters.
