This Technical Regulation enters into force on 1 May 2014.
Abstract

This Technical Regulation establishes mandatory for the application and enforcement in the customs territory of the Customs Union of safety requirements for products of slaughter and meat products and related requirements for the processing, storage, transportation, trade and disposal, as well as requirements for labelling and packaging of products of slaughtering and meat products to ensure the free movement of products put into circulation in the customs territory of the Customs Union. If other technical regulations of the Customs Union are adopted for the products of slaughtering and meat products, establishing safety requirements therefore, related requirements for the production, storage, transportation, trade and disposal processes, as well as labelling and packaging requirements for products of slaughtering and meat products, then products of slaughtering and meat products, related processing, storage, transportation, trade and disposal, as well as their labelling and packaging must comply with all the requirements of all technical regulations of the Customs Union, applicable to them. It is developed with a view of protection of human life and health, environment, life and health of animals, the prevention of the actions misleading consumers related to products of slaughtering and meat production concerning their intended use and safety, and extends to products of slaughtering and meat production which are authorized for circulation and trade in customs territory of the Customs Union, and also processes of their manufacturing, storage, transportation, trade and recycling. Products of slaughtering and meat products shall be identified by the applicant, state control (supervisory) bodies, customs control units, conformity assessment bodies and other persons concerned without conducting research (testing) by comparing products of slaughtering and meat products, specified in the labeling or in the shipping documentation. In the event that products of slaughtering and meat products cannot be identified on the basis of information indicated in the composition of the labelling and in the accompanying documentation, by visual organoleptic methods, then the identification shall be performed by an analytical method — by checking the compliance of the physico-chemical indicators of the products of slaughtering and meat products with the indicators specified in the definition of such products in this Technical Regulation, as well as the characteristics specified in the standards, as a result of the use of which on voluntary basis ensures compliance with the requirements of this Technical Regulation, established by the list of standards applied for the purposes of assessing (confirming) compliance with this Technical Regulation, and in the technical documentation in accordance with which products of slaughtering and meat products are manufactured. In the process of circulation and trade in the customs territory of the Customs Union, products of slaughtering and meat products must be accompanied by veterinary certificate issued by the authorized bodies of a Member State, and shipping documentation.
