On the passing of this Act the Minister shall establish and thereafter maintain a register to be called and known as the Register of Tea Traders (sect. 3). Where an existing tea wholesaler applies, in accordance with this Act, to the Minister to be registered, the Minister shall register the applicant in the Register (sect. 4).
