The Minister, on the application of any person for a licence to import tea, may, at his discretion, grant or refuse the application (sect. 4). No person shall: (a) purchase tea for sale by wholesale, or (b) sell tea by wholesale, or (c) carry on the business of selling tea by wholesale, except in accordance with a tea wholesaler's licence issued to that person (sect. 5).
