Part II provides for the establishment of Smallholder Leaf Collection Centre Area Committees and their election. Part III for the establishment of Smallholder Tea Leaf Base Committees and their elections, Part IV for election of Smallholder Tea factory Committees, Part V for election to Kenya Tea Development Agency limited and, Part Vi for the election to the Tea Board of Kenya. Smallholder Leaf Collection Centre Area Committees shall be established in every tea growing area.
