The Authority shall, in respect of the area drained by, and bounded by, the watersheds of the Tana and Athi Rivers and their tributaries (“Area”), advise specified public bodies on the apportionment of water resources and other development issues in the Area, shall draw up and keep up to date, a long-range development plan for the Area and shall carry out studies and a monitoring programme on human, water, animal, land, wildlife and other resources in the Area.
