Sites that shall be monitored shall be indicated by the Director of the Department or the Administrator of the Agency. In general, the Act prescribes that opening, maintenance, operation and closure of solid waste management facilities, including dump sites, landfills, incinerators and the like, shall be carried out taking into consideration the environmental impact of such municipal solid waste management programs upon the lives and health of the families residing in the neighbourhood of such facilities.
