Shipments are required to be authorized by the Competent Authority (defined in regulation 2) in accordance with regulations 4 to 10. The Competent Authority shall not authorize shipments to a destination south of latitude 60°south or any country, which does not have the technical, legal or administrative resources to manage radioactive waste safely.
