It aims to define the nature and size of the proposed activities and encourage public participation in environmental impact assessment (art. 1). The Ministry of Environment is charged with evaluating the environmental assessment report and monitoring compliance with the report during the construction and closure of projects (art. 3). The prospective project owner must apply for the environmental assessment report and feasibility report to the Ministry of Environment. The report will examine the environmental impact on natural resources, ecosystem, human health and public welfare (art. 8).
