Abstract

This Strategy is a sectoral policy document related to fishery sector and it is applicable only to seaports. The Strategy includes: (a) objectives, tasks and key indicators of the operation of terminals for the integrated servicing of fishing fleet vessels; (b) assessment of the need for development of capacity for transshipment and storage of fish products for deliveries to the domestic market and for export; (c) assessment of the need for infrastructure development for the basing and integrated services of the fishing fleet vessels; (d) definition of the target standard of quality of services rendered at terminals; (e) public-private partnership mechanisms for the development of terminals for the integrated servicing of fishing fleet vessels; and (f) determining approximate investment conditions for harbor and port infrastructure facilities. It incorporates some provisions of forecast of long-term socio-economic development of the Russian Federation for the period up to 2030; provisions of the state program of the Russian Federation "Development of the Fisheries Complex", approved by the Government of the Russian Federation from April 15, 2014 N 314; and the provisions of the Strategy for the Development of Sea Port Infrastructure Russia until 2030, approved by the Naval Collegium under the Government of the Russian Federation on September 28, 2012.
