Abstract This Strategic Plan for MOALF is a 5-year nationwide sectoral document aiming at (i) transforming the predominantly smallholder agricultural sector to modern, market-oriented agribusinesses; (ii) ensuring 100 percent food and nutrition security; (iii) enhancing the role of co-operative societies in supporting agricultural production through marketing, processing. In this regard, the Ministry has identified the following 8 strategic objectives (i) create an enabling environment for agricultural development; (ii) increase productivity and outputs in agriculture sector; (iii) enhance food and nutrition security; (iv) enhance investment in the blue economy; (v) improve market access and trade; (vi) strengthen institutional capacity; (vii) increase youth, women and vulnerable groups participation in agricultural value chains; (viii) and enhance leadership and integrity in the Ministry.
