Abstract This Strategic Framework sets out a comprehensive approach with respect to the provision of water services in South Africa, ranging from small community water supply and sanitation schemes in remote rural areas to large regional schemes supplying water and wastewater services to people and industries in urban areas. The objective of this document is to put forward a vision for the water services sector in South Africa for the next ten years, and to set out the framework that will enable the sector vision to be achieved. It is the umbrella framework for the water services sector: it addresses the full spectrum of water supply and sanitation services and all relevant institutions. The White Paper on Basic Household Sanitation (2001), which focuses specifically on basic sanitation services, will be amended where necessary to ensure full compatibility with this Strategic Framework.
