The Regulations prevent the licensing of carbon dioxide storage in the water column, as defined by the Directive ("the vertically continuous mass of water from the surface to the bottom sediments of a water body"). Operators shall have environmental liability under Directive 2004/35/EC of the European Parliament and of the Council of on environmental liability with regard to the prevention and remedying of environmental damage.
