Those articles provide with respect to third party access to carbon dioxide storage sites and transport networks. These Regulations provide with respect to storage permits and stipulate, among other things, that, where a person has previously sought to secure access to a relevant pipe-line or storage site by application to the owner, but has not been able to reach agreement with the owner, the person may apply to the Department of Enterprise, Trade and Investment for a notice granting that access.
