Abstract This Act regulates the breeding of animals and animal production for breeding purposes. It also sets out rules on animals' trade, hygiene requirements of their keeping and environmental conditions regarding to the livestock. Animals, according to this Act are: cattle, goats, horses, sheep, swine, poultry, donkeys, rabbits, bees and other domestic animals. It consists of 66 sections, divided into 10 Parts: General provisions (1); Breeding and production of animals (2); Insemination of animals (3); Animals' trade and biotechnology (4); Animals hygiene (5); Animal feed and foodstuffs of animal origin (6); Breeding system (7); Inspection and control (8); Offences and penalties (9); Transitional and final provisions (10). The Act contains definitions relating to various terms therein employed, such as breeding animal, breeding register, breeding value, breeding committee, etc. It also prescribes a rules for male animals and necessary procedures which must be used for insemination, artificial insemination, sperm banks, embryos and all other questions related to the genetic manipulations on animal's. Animal holders have to keep a register of livestock. The operation of artificial insemination is subject to licence, which shall be issued by the competent authority established under the supervision of the Ministry of Agriculture and Forestry. The operator has to have sufficient knowledge of artificial insemination techniques and of semen collection from livestock (Parts 2 and 3) Trade in stockbreeding and genetic material is regulated in the Part 4. The Act prescribes quality requirements with respect to animal feedstuffs as well as food of animal origin. The supervision of this Act lies with the Ministry of Agriculture and Forestry.
