"Statutory Authority" means any local authority and any commission, board or council established under or by any Act other than the Companies Act and declared by the President to be subject to the provisions of this Act. The Act also establishes a Statutory Authorities Service Commission and a Statutory Authorities Appeal Board, provides for appeals from decisions of the Board to the Commission and defines regulation-making powers of the President for purposes of this Act.
