The scope is to ensure food stability, major availability of foodstuffs on internal market expanding also export of foodstuffs. The underlying cause is that the average annual growth rates of food production in general do not keep up with the growth rates of consumption and income of the population, as a result of which the free niche in the market is filled by imports and its share in domestic consumption remains very significant. At the same time, there is a low share of processing of agricultural products manufactured in the country and underutilization of production capacities of processing enterprises.
