Supply of small quantities of water may be exempted from rules of this Ordinance. For example, water supply on an island area of less than five thousand persons may be exempted. Sustainable water supply that meets the standards of this Ordinance shall be the duty of the Administrative Council of each island area, but the Administrative Council may grant a permit or concession to produce or distribute water. The Ordinance sets our rules and quality standards for such supply. There shall be a Council for Drinking Water.
