Under the Regulation a person shall not import any commodity prescribed under Schedule I unless the person has applied for and has been issued with a compliance certificate in respect of that commodity. An application for a compliance certificate shall be made to the Bureau at least two weeks prior to the arrival of the commodity, in the form set out in Form A of Schedule II and shall be accompanied by a series of documents and other specified conditions. Furthermore the Regulation establishes testing parameters, process for issuing a certificate, power to revoke, appeals, among others.
