The Bureau shall promote and encourage the development and maintenance of standard, also for the protection of the environment. Where there is reason to believe that goods imported or about to be imported are likely to be a danger to the health or safety of consumers or likely to threaten the environment, whether a standard exists for such goods or not, the Bureau may require the importer or vendor to submit such goods for testing.
