No person may: (a) have or use a still for distilling, rectifying or compounding spirits; (b) brew or make beer or spirits; (c) rectify or compound spirits, without first obtaining a licence so to do in accordance with the provisions of this Act. The Minister may, by Order, prohibit the carrying on of any distillery or brewery in any district or place specified in the Order. The Minister may make Rules in respect of all or any of matters specified including quality of beer and spirits and hygiene in manufacture and handling of beer and spirits.
