The Regulations lay down provisions relating to the reporting of spills. In particular, section 3 establishes that no person shall store contaminants in a facility where the storage capacity of the facility equals or exceeds the storage capacity shown in Schedule A unless a spill contingency plan has been prepared. Furthermore, the owner or person in charge, management or control of a facility shall ensure that a spill contingency plan is prepared. The text consists of 13 sections and 2 Schedules.
