Abstract

In view of the importance of preserving and strengthening the absorption of carbon dioxide by forests in Japan, this Act shall provide for the Basic Guidelines formulated by the Minister of Agriculture, Forestry and Fisheries to promote the implementation of forest thinning. The Basic Guidelines shall specify which matters should be the guidelines set forth in the basic policy set forth in the matters concerning the significance and target of the promotion of the growth implementation of specified forest thinning, etc. Basic matters concerning the setting of areas to be taken to promote the implementation of specified thinning, etc. The Minister of Agriculture, Forestry and Fisheries shall submit the Specific Thinning Promotion Plan. The State may, pursuant to the provisions of an Ordinance of the Ministry of Agriculture, Forestry and Fisheries, grant incentives to municipalities for expenses required for the implementation of specified thinning, etc.
