Article 3 establishes that this Act shall take precedence over the Clean Air Conservation Act and the matters that are not prescribed by this Act shall be governed by the Clean Air Conservation Act. Article 6 specifies that residents that live in an air control zone shall endeavor to reduce air pollution in their daily lives, such as driving their vehicles, etc. and actively cooperate in air quality conservation policies implemented by the State or local governments.
