No person shall have on his or her premises any garbage or rubbish except as provided in this Chapter or maintain or permit the establishment of a dump on their premises unless as otherwise permitted by law. Both residents and commercial operators keep shall adequate containers for the storage of all garbage and rubbish generated by them. It shall be prohibited to accumulate waste on premises. Vehicles used for the transportation of solid waste shall not be used for the transportation of any food or drink that will or may be used for human consumption.
