No sisal or sisal fibre produced within Kenya shall be sold except through an agent duly licensed under section 7 of the Act. The Board may, from time to time, attach conditions to a licence. The Board also may determine the prices that shall be paid for sisal and sisal fibre. A licence in the form as set out in the First Schedule is required for the export of sisal or sisal fibre. Any person who sells sisal or sisal fibre other than through an appointed agent or who exports sisal or sisal fibre without a licence shall be guilty of an offence.
