Abstract

The Act provides for establishment of the Sindh Solid Waste Management Boards in various provincial headquarters and identify the Boards organisational structure, powers and financing for the purpose of conduct of waste management. The authority granted to the Board encompasses various responsibilities related to solid waste management within its territorial jurisdiction. This includes overseeing activities such as segregation, collection, treatment, sale, recycling, and disposal of different types of waste from industries, factories, workshops, and power generation facilities. The Board is also tasked with recommending taxes or charges to the government through the Steering Committee, as well as formulating and submitting a schedule of solid waste tariffs for approval. It can also outsource functions related to waste collection, recycling, and energy generation, and is responsible for regulating and inspecting waste generation and handling points while maintaining thorough records and accounts. This Act consists of 30 Articles divided into 8 Chapters and among others address the issues of establishment and powers of the Board, constitution and functions of the steering committee, appointment, and power and functions of the Managing Director and other officers and staff, finances, and powers of the government.
